Buyer sequence V14Before the balance
Your China shipment exporter may differ from the seller
Ask who will export your shipment before you pay the balance. Compare that party with the seller, invoice issuer, beneficiary and licence holder. If the names differ, get the roles and authority explained in writing.
V14 / BACKGROUND
Why the exporter may differ from the seller.
MOFCOM’s January 2023 explanation confirms that the 30 December 2022 amendment removed foreign-trade operator registration under Article 9. This is a specific filing change. It does not identify the exporter for your shipment. Ask your customs broker what registrations, licences or restrictions apply to the goods and parties involved.
A seller may use an export agent. The point of this step is to make sure any difference between the parties is explained in writing before the balance is paid.
V14 / MEASURED
A restriction list does not name your exporter.
The DHS UFLPA Entity List is not a register of every company that exports from China. An empty category or no name match cannot establish who will ship your goods, or whether that party is unrestricted. Keep restriction screening separate from checking the parties to this shipment.
Our saved row count dated 2026-09-07 (UTC) recorded zero rows under clause 2(d)(2)(B)(iv). A 23 September recount of the 3 August 2026 Federal Register appendix found the same: that list carries a note that no additional exporters were identified, and no entities. Neither count identifies an exporter or establishes a current clearance result. See the historical count and method limits; use shipment documents to establish each party’s role.
| Document or contact | Question to resolve |
|---|---|
| Contract and commercial invoice | Who is the seller and who issues the invoice? |
| Transport document or draft | Who is named as shipper or consignor, and what role does that party perform? |
| Seller and customs broker | Who will be named in the export filing, and what evidence supports that arrangement? |
| Written authority between parties | Why do the names differ, and who confirmed the explanation? |
The Chinese registry does not close the gap either. The free record we can retrieve carries its name, code, status, type, capital, dates, industry, address, business scope and headcount band. The paid customs line adds whether the company holds its own customs registration and rating, and so whether it could export in its own name. None of these fields names the party that will export a given shipment. That is a property of the order, not of the company.
V14 / METHOD
What to reconcile.
Compare the seller on the invoice, the shipper on the transport document and the parties on the export declaration. These fields describe different roles. Where they differ, ask for the written arrangement between the two companies and confirm it through a channel you already trust rather than through the address that sent you the documents.
Before the balance is due, request the available drafts and the planned roles. A final transport document or export declaration may not yet exist. Record that gap and agree how it will be checked; do not treat a proforma invoice alone as proof of the final exporter.
LIMITS
What a match does not prove.
Matching names show only that the wording agrees across the papers you were given. It does not establish who owns the goods, who receives your money, whether the shipment exists, or whether the arrangement between the two companies is genuine. Documents can be prepared by the same person. This page is not legal or customs advice, and it does not make a compliance determination on any party. Currawong is the trading name of 济南深与国际贸易有限公司.

Common questions
Does removing the foreign-trade operator filing mean any Chinese company can export?
No. MOFCOM’s January 2023 explanation confirms that the 30 December 2022 amendment removed foreign-trade operator registration under Article 9. That is a filing change. It does not identify the exporter for your shipment, and it does not confirm that your goods may be exported. Ask your customs broker which registrations, licences or restrictions apply to the goods and the parties involved.
The shipper on the draft transport document is not my seller. Is that fraud?
Not by itself. A seller may use an export agent, and that is an ordinary arrangement. What matters is whether the difference is explained in writing before the balance is paid. The seller, the invoice issuer, the payment beneficiary and the named shipper should each be accounted for. A different name needs an explanation; it is not a finding about the company.
Can the UFLPA Entity List confirm that my exporter is unrestricted?
No. It is not a register of every company that exports from China. Our saved row count dated 2026-09-07 (UTC) recorded zero rows under clause 2(d)(2)(B)(iv). A 23 September 2026 recount of the 3 August 2026 Federal Register appendix found the same. That appendix carries a note that no additional exporters were identified. An empty category cannot establish who will ship your goods, or whether that party is unrestricted. Keep restriction screening separate from checking the parties to this shipment.
How we checked
We counted rows under clause 2(d)(2)(B)(iv) of the DHS UFLPA Entity List. A saved count dated 7 September 2026 found zero rows. A recount of the 3 August 2026 Federal Register appendix on 23 September found the same. The appendix carries a note that no additional exporters were identified. Neither count identifies an exporter or shows a current clearance result.
