A retail listing is not yet an order.
Taobao is built for one shopper buying one item, which is why a link alone reads as complete when it is not. A listing page can change price, options and stock without notice, and the variant you clicked may not be the variant that ships.
So the input we need is narrower than the link: the exact variant, the specification that decides acceptance, the quantity for the first order, the destination country and the date you need a decision by. If a requirement only exists in your head — a tolerance, a certification, a material — it cannot be part of what you later hold anyone to.
What we do with that input is decide whether we can quote it as seller. Some categories we decline outright, and a decline arrives faster than a quote.
Five decisions before goods move.
- Fit: we decide whether this desk can quote the request as seller and decline categories or requirements we cannot support.
- Counterparty: we read what the shop publishes about its own registration and tell you which of the two categories below it falls into. This is a record check on a shop you already chose, not a shortlist and not a recommendation.
- Baseline: before payment, both sides agree the product, price basis, hand-off point, evidence, cancellation and refund terms in writing.
- Payment: Payment clears before goods move. We do not extend credit, net terms or purchase-order financing.
- Freight: we book export carriage to the destination you named and hand you the carrier’s tracking reference. The carrier’s charge is passed through at cost, and import clearance at the other end remains yours.
Sized so that a first order teaches both sides something real, rather than pretending an untested desk already has a long delivery record.

We do not guarantee transit time or act as carrier. We book export carriage and pass the carrier’s charge through at cost, but the schedule, handling and liability limits are the carrier’s, not ours.
We do not calculate customs duty. Product classification, import clearance, destination tax and regulatory approval remain with you and your appointed specialists.
We do not finance purchases. We do not extend credit, advance supplier funds for you or carry inventory on your behalf.
We keep selling separate from checking. We will never verify a supplier for you and then offer to replace them with ourselves. If you need an independent record check, use the verification service; it does not recommend us or another supplier.
What Taobao is — and what its sellers are required to publish.
Alibaba Group says Taobao was founded in 2003 and describes it as China’s leading retail e-commerce platform. That single word — retail — is the whole difference from a wholesale marketplace, and it is why the counterparty question arrives before the price question.
Chinese law does not leave the answer to guesswork. The Measures for the Supervision and Administration of Online Trading, in force since 1 May 2021, put every online seller on one side of a line and require the marketplace to show which side.

Which leaves a seller who publishes no licence in one of exactly two positions: under the RMB 100,000 threshold — in which case they are a private individual, not a supply base — or in breach of Article 12. There is no third category, and that is a more useful thing to know than any badge.
What those rules do not do is make the information reachable. The disclosure sits in the Chinese-language interface of a marketplace with no international front end, the registration mark means registered rather than registered to do this, and a code published on a shop page is a claim until it is read against the register itself. Article 24’s six-month interval is a floor, not a freshness guarantee. Those four gaps are the work; the law tells you what should be there, not whether it is true today.
Two of those gaps close with a code and ten minutes. Once a shop gives you its credit code, the USCI checker tests the structure and check digit in your browser, and the payment-party checker compares the name on the contract, the invoice and the bank account before money moves. Neither uploads anything, and both apply to this desk as readily as to a Taobao shop.
